Yes, sorry - I should have specified the Committee meeting.  It is in fact 
recorded in para 10 of the minutes 
(http://www.affs.org.uk/committee/minutes20040701.html), which were posted 
some time ago.
If you're proposing some other way of handling this, let me know, and it can 
go before the next Committee meeting.
